1. What the FBA Dangerous Goods Program Is
If you've spent any time selling on Amazon, you've probably had a listing get unexpectedly flagged as a "potential dangerous good." Maybe a power bank. Maybe a hand sanitizer. Maybe something you would never have guessed — a perfume sampler, a magnetic phone mount, an aromatic essential oil. Suddenly your inventory is unsellable, and you're trying to figure out what an SDS is and why Amazon needs one within 14 business days.
This guide is for that moment, and for everything around it. The FBA Dangerous Goods program — Amazon's framework for selling hazmat through Fulfillment by Amazon — is one of the least-understood compliance systems on the platform, and one of the most consequential. Get it wrong and your inventory can be disposed of at your expense. Get it right and you've earned access to a category with significantly less competition than the rest of the marketplace.

Amazon's program has changed substantially in the years since, and most recently on April 30, 2026, when Amazon expanded its Partnered Carrier program to cover all FBA-eligible dangerous goods (covered in detail in the hazmat shipping update). This guide reflects the current state of the program in 2026 — the application path, the classification process, the documentation rules, the prohibited categories, and the realities of what selling hazmat through FBA actually looks like.
What "dangerous goods" actually means on Amazon
Amazon defines dangerous goods, or hazmat, as substances or materials that contain combustible, pressurized, corrosive, or otherwise hazardous chemicals. That definition is intentionally broad — it captures everything from obviously regulated products (lithium batteries, aerosols, lighter fluid) to consumer goods most sellers wouldn't think twice about (perfumes, hand sanitizers, magnetic toys, songbooks with tiny embedded lithium watch batteries). Amazon's classification team uses the international UN nine-class system for dangerous goods to sort what gets allowed in FBA and on what terms. The practical takeaway for sellers is that the hazmat net is much wider than most people assume. Anything containing a lithium battery, anything pressurized, anything flammable, anything chemically reactive, and anything strongly magnetic can land in a hazmat review — even when the product itself feels mundane.
The three classification outcomes
When Amazon reviews a product for dangerous goods status, one of three things happens. Knowing what each outcome means is the foundation everything else in this guide builds on.
Non-dangerous. The product is cleared for standard FBA. No special handling, no separate fulfillment centers, no enrollment requirements. Most products that get flagged for review end up here once an exemption sheet or SDS confirms there's no real hazard.
Restricted dangerous. The product is hazmat, but Amazon will accept it through FBA — provided the seller is enrolled in the FBA Dangerous Goods program and the product meets storage and shipping requirements. Inventory ships to specialized fulfillment centers staffed and equipped to handle dangerous goods. This is where most flammable liquids, aerosols, and lithium battery products land.
Unfulfillable dangerous. The product is too hazardous for Amazon to store or ship through any part of its network. In practice, this means Amazon won't accept the product as inbound — sellers can't ship Class 1 explosives, Class 7 radioactive materials, or Class 6.2 infectious substances into FBA in the first place. Where the "unfulfillable" classification actually shows up is when Amazon reclassifies an existing FBA product after a review. In those cases, the seller must remove or dispose of the inventory; if the product is genuinely non-transportable, Amazon disposes of it directly. These products can sometimes still be sold on Amazon through Fulfilled by Merchant (FBM), where the seller handles all storage and shipping themselves, but never through FBA.
Why the program exists at all
Amazon runs one of the world's largest consumer fulfillment networks. A box mishandled in a warehouse fire, a leaking aerosol shipment, a damaged lithium-ion cell on an aircraft — any one of those is a multi-million-dollar event. The Dangerous Goods program is essentially Amazon's way of saying: yes, we'll fulfill these products, but only after we know exactly what they are, only with sellers who've gone through a vetting process, and only in facilities built to contain a worst-case scenario. The compliance burden is real, but it's not arbitrary. It's the price of access to Amazon's logistics network for products that genuinely require careful handling.
Why the friction is its own competitive advantage
Most sellers see hazmat compliance as a wall to avoid. The smarter way to think about it is that the wall protects the sellers who climb it. Most wholesale and arbitrage leads lists deliberately exclude hazmat products because most subscribers can't sell them. Most online sourcing tools strip hazmat ASINs out of search results by default. The result is that approved hazmat sellers compete in a much smaller field, with fewer competitors, in categories that are often higher-margin precisely because of the friction of getting in.
Lithium batteries, aerosol cleaners, automotive fluids, pool chemicals, and concentrated cleaning products all have meaningful demand and limited supply on Amazon, because supply is gated by compliance. The sellers who treat hazmat approval as a competitive asset rather than an inconvenience tend to do well.
That's the framing this guide is written around. The compliance work is real, the documentation rules are strict, the waitlist is genuinely frustrating, and the ongoing requirements don't go away after approval. But for sellers who get through it, the marketplace on the other side is a much quieter place to compete.
2. A Brief History of Hazmat in FBA
Amazon's path to today's FBA Dangerous Goods program has been long, cautious, and shaped by a handful of specific events. Understanding that path matters because it explains why the program looks the way it does — narrow at first, slowly expanded, and still gated by a waitlist more than a decade after testing began.
Early 2010s: The Hazmat Pilot
Amazon began testing FBA fulfillment for hazmat products in the early 2010s under a program originally called the Hazmat Pilot. The pilot was small, invitation-only, and limited to a defined slice of regulated products. It ran quietly inside a few specific fulfillment centers and was never publicly announced. Most sellers on Amazon during this period had no idea it existed. SellerEssentials had visibility into the US pilot from its early years, which covered a meaningfully broader range of categories than the cosmetic-fragrance-focused pilot Amazon ran in parallel for European marketplaces around the same time.
The pilot itself was effectively wound down a few years in. Amazon stopped accepting new participants but allowed existing testers to continue sending in products from their approved category lists. For a stretch of several years, the pilot sat in a holding pattern — not formally cancelled, but not expanding either.
2014–2016: The Liquid Fire incident
The pivotal external event came on October 15, 2014, when Amazon shipped a one-gallon container of "Amazing! Liquid Fire," a corrosive drain cleaner, by air via UPS from Louisville, Kentucky to Boulder, Colorado. The package was improperly packaged, unlabeled, and shipped without the required dangerous goods declaration. It leaked in transit. Nine UPS employees who handled the box reported burning sensations on their skin and were treated with chemical washes.
In June 2016, the FAA proposed a $350,000 civil penalty against Amazon — the largest hazmat-related fine the agency had ever proposed against the company. The notice also disclosed that between February 2013 and September 2015, the FAA had documented 24 additional hazardous materials violations by Amazon, with proposed fines totaling nearly $1.3 million. Fifteen of those incidents involved actual leakage in transit.
This was the inflection point. Public regulatory pressure made hazmat compliance a strategic priority for Amazon, not just an operational nuisance, and the systems that became today's program — mandatory SDS documentation, ASIN-by-ASIN classification, the formal review process — began to take shape in the years that followed.
2019–2020: From Hazmat Pilot to FBA Dangerous Goods Program
Around 2019–2020, Amazon formally transitioned the Hazmat Pilot into the FBA Dangerous Goods Program. The 2020 program terms and conditions explicitly identify the new name as the successor to "the Hazmat Pilot," and Amazon's seller correspondence continued to reference "FBA Dangerous Goods (formerly Hazmat Pilot)" for years afterward — the rename was a reframing rather than a clean break.
This was also the period when most of what sellers know as "the hazmat program" was set in stone. Safety Data Sheets in the 16-section GHS format became the documentation standard. The two specific exemption sheet templates — battery and battery-powered products, products without harmful chemicals — were introduced. The three-outcome classification framework (non-dangerous, restricted dangerous, unfulfillable) became the standard. Sellers could apply to join, but Amazon controlled the pace at which approvals went out based on warehouse capacity for hazmat storage. The waitlist became a permanent fixture.
2021 to 2024: Capacity expansion and category broadening
In the years that followed, Amazon quietly expanded the program in two directions. First, more fulfillment centers came online with hazmat capability — going from a handful of specialized facilities to a network spread across multiple regions. Second, Amazon broadened the categories it would accept. Products that had previously been unfulfillable because Amazon's facilities couldn't store them safely became eligible as new buildings came online and new handling protocols were tested.
This was also when lithium batteries — initially handled with extreme caution — became a routine hazmat group, with their own classification rules, packaging requirements, and dedicated documentation processes. As consumer electronics, power banks, and battery-powered everything continued to grow, lithium battery products became the largest single segment of FBA hazmat.
2024 to 2025: Partnered Carrier opens to lithium batteries
In late 2024 and through 2025, Amazon began allowing approved hazmat sellers to ship lithium battery products through its Partnered Carrier program — the same discounted carrier service that handles non-hazmat FBA shipments. Before this, hazmat sellers had to arrange their own inbound carriers, often paying significantly higher rates and managing their own carrier relationships. Partnered Carrier eligibility was initially limited to lithium battery products specifically, since those move predominantly via small parcel and were a logical first group to integrate.
April 30, 2026: Partnered Carrier opens to all FBA-eligible hazmat
On April 30, 2026, Amazon expanded the Partnered Carrier program to cover all FBA-eligible dangerous goods — not just lithium batteries. Approved hazmat sellers can now ship every category they're authorized to sell through the same workflow they use for standard inbound shipments. For sellers who had been managing separate carrier relationships for hazmat freight — coordinating LTL bookings, paying premium rates, handling their own bills of lading — this is the most significant operational change to the program since the formal launch.

What the trajectory tells us
Looking across more than a decade of program history, two patterns are worth flagging for sellers thinking about whether to invest in hazmat compliance.
The first is that Amazon's direction of travel is consistently toward making hazmat selling easier, not harder. Every major change since the original pilot has reduced friction, expanded capacity, or simplified workflows. The program is genuinely opening up over time.
The second is that progress is slow and measured by Amazon standards. Major expansions are spaced years apart. The waitlist has been a feature of the program for most of its public existence and shows no sign of disappearing. Sellers who plan to enter the hazmat space should plan in months and years, not weeks.
3. Is Your Product Hazmat?
Most of the sellers who land in hazmat trouble didn't intend to sell hazardous goods. They were sourcing what looked like ordinary consumer products — a phone charger, a hair brush, a board game — and Amazon flagged the listing for dangerous goods review without warning. The first step in selling hazmat on Amazon FBA is recognizing that the hazmat net is much wider than most sellers realize.
Amazon's classification team treats anything with potential safety risk during storage, handling, or transportation as a candidate for hazmat review. That includes thousands of everyday products. The clearest way to think about it is by the four characteristics that trigger reviews: anything containing a battery, anything pressurized, anything chemically active, and anything strongly magnetic.
The four hazmat triggers
Batteries. Lithium-ion and lithium-metal batteries are the largest single group of hazmat products on Amazon. Anything with a built-in battery, anything sold with a battery, and anything that's primarily a battery (a power bank, a backup charger, a replacement cell) goes through hazmat review. Even tiny watch batteries and coin cells in greeting cards or singing toys can trigger it. Lead-acid batteries (car batteries, motorcycle batteries) are also hazmat. Other rechargeable chemistries — nickel-metal hydride, nickel-cadmium — generally aren't, though Amazon may still ask for documentation.
Pressurized containers. Anything in an aerosol can or pressurized bottle. The propellant inside is what makes the product hazmat, regardless of what the actual contents are. Hairspray, deodorant, whipped cream, dust-off air canisters, spray paint, aerosol sunscreen — all of it.
Chemicals. Anything flammable (perfumes, alcohol-based products, lighter fluid, nail polish remover), anything corrosive (drain cleaners, oven cleaners, rust removers, certain car batteries), anything reactive or oxidizing (pool chemicals, hair bleach, hydrogen peroxide), anything toxic (pesticides, certain cleaning products), and anything that fits the catch-all of "may pose health or environmental risk." Most products in this group will need a Safety Data Sheet.
Magnets. Strong magnets can interfere with pacemakers, navigation equipment, and other sensitive devices, and high-powered magnets in proximity to ferrous metal during transit can cause real damage. Anything with rare-earth magnets, certain speakers and subwoofers, magnetic phone mounts, magnetic toys, and magnetic closures on fashion accessories can all trigger review.
If a product hits any of these four triggers, plan on it going through hazmat classification. Plan documentation up front. Don't wait for Amazon to flag it.
Surprising hazmat products by category
Beyond the four triggers, here's where the hazmat net catches sellers who weren't expecting it. These are organized by where you'd actually find them in your house.

This list is not exhaustive — Amazon's actual classification universe extends well beyond it. But it captures the types where sellers most often discover, mid-listing, that they have a hazmat problem.
How to check before you buy inventory
Amazon provides a tool inside Seller Central — Manage Dangerous Goods Classification — that lets you check the hazmat status of any product by ASIN before you commit to inventory. The workflow is simple: go to Inventory → Manage Dangerous Goods Classification → Look up an ASIN → enter the ASIN → click Next.
The result will be one of:
- Not Dangerous Goods — clear to sell through standard FBA
- Dangerous Goods — eligible for FBA only if you're enrolled in the FBA Dangerous Goods program; will ship to specialized fulfillment centers, and the result screen includes an application prompt (covered in Section 6)
- Under Dangerous Goods Review — Amazon needs more information; the product can't be sent to FBA until classification is complete
For sellers sourcing through online or retail arbitrage, the ASIN lookup should be a routine part of pre-purchase due diligence on any product that fits one of the four triggers above. For wholesale buyers and private label sellers, it's worth pulling the SDS from the manufacturer before committing to a purchase order — and confirming the ASIN status if the product is already listed on Amazon. The cost of finding out you can't sell something after you've bought a pallet of it is much higher than the five minutes it takes to check.
What to do when something gets flagged unexpectedly
The frustrating reality of Amazon's classification system is that products you didn't expect to be hazmat sometimes get flagged anyway. A best-selling hair brush gets pulled into review overnight. A board game gets restricted because the box mentions "explosive fun" in the marketing copy. A home decor item with no chemicals or batteries gets flagged because something on the listing — buyer reviews, supplemental images, A+ content — triggered Amazon's automated review system.
If this happens, don't panic, and don't rush to upload an SDS for a product that doesn't actually need one. Submitting incorrect documentation can lead to misclassification that's harder to undo than the original review. Section 7 covers the right response in detail. For now, the rule of thumb is: investigate why the product was flagged before responding.
4. The 9 Dangerous Goods Classes
The international system Amazon uses to classify dangerous goods isn't Amazon's invention. It's the United Nations classification system for the transportation of hazardous materials, used worldwide by air, sea, rail, and road carriers, and codified in the United States under the Department of Transportation's Title 49 regulations. Amazon's FBA Dangerous Goods program maps directly to these international classifications.
Knowing which class your product falls into is the foundation of everything that follows — the documentation you'll need, whether the product is FBA-eligible at all, what storage and shipping rules apply, and what you can expect during the classification review.
How the nine classes work
The UN system divides dangerous goods into nine classes based on the type of hazard a substance presents. Most classes have subdivisions called divisions (Class 4 has Divisions 4.1, 4.2, and 4.3, for example) and sometimes packing groups that indicate severity. For Amazon FBA purposes, what matters is whether your specific product, in its specific packaging, in its specific quantity, is eligible for fulfillment through the FBA Dangerous Goods program.
The short version: some classes are entirely prohibited from FBA. Some are allowed only with restrictions, in limited quantities, and with specialized handling. A few are essentially never relevant to consumer products at all. Here's the full breakdown.
Class 1: Explosives
Examples: Fireworks, ammunition, gunpowder, flares, blasting caps, certain airbag inflators, novelty items containing explosive components.
FBA eligibility: Prohibited. Class 1 explosives cannot be sold through FBA under any circumstances. Amazon's broader marketplace also prohibits most Class 1 items entirely, regardless of fulfillment method.
Class 2: Gases
Examples: Propane canisters, butane refills, aerosol products of any kind (the propellant inside is the hazard, not the contents — hairsprays, spray paints, whipped cream, dust-off, deodorants, sunscreens), CO₂ cartridges for paintball or beverage carbonation.
FBA eligibility: Allowed in limited quantities for approved sellers, with specific packaging and labeling requirements. This is one of the largest hazmat groups on Amazon — every aerosol product, regardless of contents, falls under Class 2 because of its propellant.
Class 3: Flammable liquids
Examples: Lighter fluid, charcoal starter, paint thinner, lacquer thinner, perfumes and colognes, nail polish, nail polish remover, certain solvent-based adhesives, lamp oil.
FBA eligibility: Allowed in limited quantities for approved sellers. Flash point determines whether a liquid qualifies as Class 3 — broadly, anything that ignites at or below 60°C (140°F). This is the second-largest hazmat group on Amazon after Class 9.
Class 4: Flammable solids and reactive materials
Examples: Matches, certain solid fuels (hexamine tablets, fire starters), certain organic peroxides used in hair products and adhesives. Three divisions: 4.1 (flammable solids), 4.2 (substances liable to spontaneous combustion), 4.3 (substances dangerous when wet).
FBA eligibility: Heavily restricted. Most Division 4.2 and 4.3 substances are prohibited because the storage risk inside a fulfillment center is too high. Some Division 4.1 products (specific match types, certain solid camping fuels) may be allowed in limited quantities for approved sellers.
Class 5: Oxidizers and organic peroxides
Examples: Pool chemicals (chlorine tabs, shock, calcium hypochlorite, pH adjusters), bleach products, hair bleach, certain hair dye developers, hydrogen peroxide concentrates, some adhesive hardeners.
FBA eligibility: Allowed in limited quantities for approved sellers. Pool chemicals are the largest sub-group in Class 5 on Amazon. High-concentration oxidizers and certain unstable organic peroxides may be prohibited even for approved sellers.
Class 6: Toxic and infectious substances
Examples: Pesticides and rodenticides (Division 6.1), certain methanol-containing products. Division 6.2 covers infectious substances — medical samples, biological waste, certain laboratory materials.
FBA eligibility: Division 6.1 toxic substances may be allowed for approved sellers in limited quantities. Pesticides and rodenticides require EPA registration under FIFRA, plus a separate Amazon-mandated training course and approval — a process that operates independently of the FBA Dangerous Goods program. Amazon's definition of a pesticide is far broader than most sellers expect, extending to products that don't intuitively seem like pesticides at all — antibacterial fabrics, mildew-resistant materials, even fishing lures with insect-mimicking designs have been flagged. Aggressive enforcement of pesticide claims has been a significant pain point for Amazon sellers since 2019. Division 6.2 infectious substances are entirely prohibited from FBA and from Amazon broadly.
Class 7: Radioactive material
Examples: Smoke detectors containing americium-241 are the most common consumer-grade Class 7 item.
FBA eligibility: Effectively prohibited for any product that genuinely qualifies as Class 7. Some consumer items containing trace radioactive components (smoke detectors, certain watches with radium dial paint) may be allowed because they meet specific transportation exemptions, in which case the seller doesn't need Dangerous Goods enrollment for those items.
Class 8: Corrosive substances
Examples: Drain cleaners, oven cleaners, rust removers, certain heavy-duty industrial cleaners, lead-acid batteries (motorcycle, lawn tractor, backup power), some pool acid products (muriatic acid).
FBA eligibility: Allowed in limited quantities for approved sellers. Strong concentrated acids and bases may be prohibited even for approved sellers. Lead-acid batteries themselves have specific handling and shipping rules that overlap with Class 9 lithium battery requirements.
Class 9: Miscellaneous dangerous goods
Examples: Lithium-ion batteries, lithium-metal batteries, products containing lithium batteries (laptops, phones, tablets, power banks, smartwatches, e-readers, drones, cordless tools, smart clothing, battery-powered toys, smart home devices), magnetized materials (rare-earth magnets, magnetic phone mounts, certain speakers and subwoofers), dry ice, environmentally hazardous substances.
FBA eligibility: Allowed in limited quantities for approved sellers, with specific watt-hour limits and packaging requirements for batteries. Class 9 is by far the largest hazmat group on Amazon because of how many consumer products now contain lithium batteries. Lithium battery rules are covered in detail in Section 8.
What this looks like in practice
Most FBA hazmat sellers spend most of their time in three classes: Class 2 (anything aerosol), Class 3 (anything flammable liquid), and Class 9 (anything with a lithium battery). These three classes account for the overwhelming majority of consumer products that go through hazmat review on Amazon.
Class 5 (pool chemicals, hair bleach), Class 6 (pesticides), and Class 8 (drain and oven cleaners, lead-acid batteries) make up most of the remainder. Classes 1, 4.2, 4.3, 6.2, and 7 are the groups where prohibition is essentially universal — sellers in those spaces are not selling on Amazon FBA, period.
A practical implication: if your product fits into Class 2, 3, or 9, you're competing in a group where many other sellers have already navigated the hazmat process. The path is well-established. If your product fits into Class 5, 6, or 8, the seller field is much smaller and the compliance work is more involved, but the margin opportunities can be significant. And if your product is in Class 1, Division 4.2 or 4.3, Division 6.2, or Class 7 — Amazon FBA is not the right channel.

5. Hazmat Prohibited from Amazon FBA
Section 4 covered the nine UN classes and noted which classes are broadly prohibited from FBA. This section gets specific about the hazmat universe — what Amazon's Dangerous Goods program will accept (with proper approval and documentation) versus what's permanently outside the program's reach.
The distinction matters. Sellers sometimes assume that getting approved for the FBA Dangerous Goods program will unlock everything in the hazmat universe. It doesn't. Even fully enrolled, fully compliant hazmat sellers cannot ship the items below into Amazon's fulfillment network.
A note on scope before going further: Amazon prohibits many products for reasons that have nothing to do with hazmat — alcohol, tobacco, prescription medications, weapons components, recalled consumer products, and various other category-specific restrictions. Those prohibitions are real and binding, but they're separate compliance systems with their own gating processes. This section focuses only on prohibitions that come from the Dangerous Goods program itself.
Hazmat permanently prohibited from FBA
These groups cannot be sold through FBA under any circumstances. Some can be sold through Fulfilled by Merchant (FBM) where the seller handles all storage and shipping with their own DOT-compliant logistics; others are prohibited from Amazon entirely.
Class 1 explosives. Fireworks, ammunition, gunpowder, blasting caps, flares, percussion caps, and any product containing explosive components. Most Class 1 items are prohibited from Amazon entirely, not just from FBA.
Division 4.2 self-igniting substances. Materials that spontaneously combust on contact with air or moisture. White phosphorus, certain reactive metal powders, pyrophoric organometallic compounds. These are essentially industrial chemistry items — not consumer products.
Division 4.3 substances dangerous when wet. Materials that release flammable gas on contact with water. Sodium metal, potassium metal, calcium carbide, lithium metal in bulk form. Note that lithium metal batteries (Class 9) are different from bulk lithium metal — finished battery products with proper packaging are FBA-eligible with approval.
Division 6.2 infectious substances. Medical samples, biological waste, Category A infectious substances under transportation regulations. Prohibited from Amazon entirely.
Class 7 radioactive materials. Industrial radiography equipment, scientific instruments containing meaningful radioactive sources, certain medical imaging materials. Prohibited from FBA with rare exceptions: some consumer products containing trace radioactive components meet specific transportation exemptions and can be sold normally without Dangerous Goods enrollment (smoke detectors with americium-241 are the most common example).
Buckyballs and small high-power rare-earth magnet sets. Sold as desk toys until CPSC recalls following injuries to children. Prohibited from Amazon entirely. The prohibition is specific to the small-magnet desk-toy product category — most other magnetic products (phone mounts, cabinet closures, magnetic toys with appropriately oversized components, subwoofers with rare-earth magnets) are FBA-eligible with hazmat approval.
Lithium batteries over 160 watt-hours per cell. Section 8 covers the watt-hour thresholds in detail. Cells or batteries above 160 Wh require specialized cargo channels outside Amazon's fulfillment network. Power tool battery packs and backup power station batteries that exceed the threshold are typical examples.
Concentrated industrial chemicals at non-consumer concentrations. Strong acids and bases (sulfuric acid, nitric acid, sodium hydroxide in industrial concentrations), certain reactive solvents, and similar industrial-grade chemicals. Some of these are technically Class 8 corrosives or Class 3 flammables but are prohibited at the concentration levels above what's appropriate for consumer use. Lower-concentration consumer versions of similar chemistries (drain cleaners, oven cleaners, bleach) remain FBA-eligible with approval.
Restricted-use pesticides (RUPs) and pesticides without valid EPA registration. Pesticides intended for agricultural professional use only, neonicotinoid-based outdoor pesticides regulated under FIFRA's restricted-use category, and any pesticide lacking current EPA registration. Pesticides require both EPA registration and Amazon's separate pesticide approval process beyond Dangerous Goods enrollment. Aggressive enforcement of pesticide claims has been a significant pain point for Amazon sellers since 2019.
Hazmat eligible for FBA with Dangerous Goods program approval
By contrast, the following hazmat groups are FBA-eligible — they require enrollment in the Dangerous Goods program and proper documentation, but they are not prohibited:
- All Class 2 aerosol products (every aerosol falls under Class 2 because of its propellant)
- All Class 2 compressed gases at consumer quantities (propane canisters, butane refills, CO₂ cartridges)
- All Class 3 flammable liquids meeting flash-point thresholds (perfumes, nail polish, lighter fluid, paint thinner, lamp oil, charcoal starter)
- Class 4.1 flammable solids in limited consumer-quantity forms (matches, hexamine fuel tablets, certain solid camping fuels)
- All Class 5 oxidizers at consumer concentrations (pool chemicals, hair bleach, hydrogen peroxide concentrates)
- Class 6.1 toxic substances at consumer concentrations (consumer-grade pesticides with EPA registration, rodenticides)
- All Class 8 corrosives at consumer concentrations (drain cleaners, oven cleaners, rust removers, lead-acid batteries)
- All Class 9 lithium battery products and lithium-containing equipment
- Magnetized materials at consumer-grade strength (phone mounts, magnetic accessories, products with rare-earth magnets in finished consumer devices)
These groups are where most Amazon hazmat sellers actually compete. Section 4 covered the practical implications of each class, and Sections 7 through 9 cover the documentation and shipping requirements.
Why this list matters more than it looks like it does
A common pattern in Amazon hazmat coverage is to list prohibited products without context, leaving readers with a defensive frame: here's what to avoid. That's incomplete. The more useful frame is that this list defines the boundary of the FBA hazmat opportunity. Everything outside the prohibited list, that fits one of the four trigger categories from Section 3, is fair game for an approved hazmat seller. The prohibited list is small and well-defined. The allowed list is enormous.
For sellers evaluating whether to invest in hazmat compliance, the relevant question isn't "what's prohibited" but rather "is my target product on the prohibited list, or is it in the much larger FBA-eligible-with-approval space?" In most cases, the answer is the latter.
The next section covers the application process for getting into that space.
6. How to Apply: The Waitlist Reality
There are three paths into the FBA Dangerous Goods program, and most sellers don't realize all three exist. Knowing which path applies to your situation determines what to do next, how long the wait is likely to be, and what you can productively do while you're waiting.
Path 1: Direct application through Seller Central
The standard path. Any FBA seller in good account standing can apply directly through Manage Dangerous Goods Classification.
Step-by-step:
- In Seller Central, navigate to Inventory → Manage Dangerous Goods Classification
- Click FBA Dangerous Goods Program
- Click Apply to the FBA Dangerous Goods Program
- Confirm enrollment intent
- The application is submitted — there's no questionnaire, no document upload, no interview. Amazon places the seller on the waitlist.
That's the entire user-facing application. Behind the scenes, Amazon evaluates each waitlist candidate based on account standing, sales history, performance metrics, and (most importantly) current capacity at hazmat-enabled fulfillment centers. There is no published criteria for what gets a seller approved versus passed over, and Amazon does not communicate where a seller sits in the queue.
Realistic timeline. Waitlist times vary enormously. Some sellers report approval within weeks. Others have been on the waitlist for 12 months or longer with zero communication. There are documented cases in Amazon's own seller forums of sellers waiting 18 months to several years before approval came through, and other cases of sellers being on the list for over a year, abandoning the wait, and discovering an approval email months later when they'd already moved on.
The reasonable expectation is several months minimum. Sellers planning a hazmat-dependent business model should not assume rapid approval and should have a path that works without it (FBM, alternative marketplaces, ungated products) if the timeline matters.
Periods of program closure. At various times, Amazon has paused new participant approvals entirely — sometimes for extended periods. During these closures, applications still go onto the waitlist, but no movement occurs. Sellers attempting to apply during a closure period typically receive a Seller Central message reading "The FBA Dangerous Goods Hazmat Program is not currently accepting new participants" along with confirmation that their application has been queued for when enrollments reopen. These closures are typically tied to fulfillment-center capacity rather than program changes.
Path 2: Application prompt through the ASIN lookup tool
A faster path that most sellers don't realize exists. When you use the Look up an ASIN function inside Manage Dangerous Goods Classification and the result comes back classified as Dangerous Goods, the result screen includes an application prompt directly below the classification details:
"Ask to join the FBA Dangerous Goods (Hazmat) Program?"
Clicking Yes submits the same application as Path 1, but with one workflow advantage: the application is tied to the specific ASIN you just looked up. This may help signal to Amazon's Dangerous Goods team that the seller has a concrete hazmat product they're working with, rather than applying speculatively without any hazmat-related activity in their account.
The result screen appears whenever a flagged ASIN is looked up, whether the product is currently in the seller's catalog or not. Sourcing decisions can be combined with application submission in a single workflow: identify a hazmat product you want to sell, look up the ASIN, get the Dangerous Goods confirmation, and apply to the program in the same browser session.
For sellers in good standing who want to begin the application process while sourcing decisions are fresh, this is the most efficient entry point.
Path 3: Auto-enrollment via reclassification or inbound triggers
The third path operates outside the seller's direct action. Two scenarios add a seller to the Dangerous Goods program waitlist automatically:
Reclassification of existing FBA inventory. When Amazon's classification team reviews an existing FBA product and determines it should have been classified as Dangerous Goods, the seller is added to the program waitlist as part of that reclassification process. No separate application needed. The seller is notified by email when their position in the queue advances to approval.
Detection during inbound shipment creation. When a seller attempts to add a previously-unflagged ASIN to an inbound shipment and the system determines it's a possible dangerous good, the ASIN is blocked from inbound until classification is resolved. As part of that workflow, the seller can be added to the waitlist for any future hazmat shipments of the affected product.
The strategic implication across both auto-enrollment scenarios: sellers who already have hazmat-adjacent activity in their account history move through the waitlist more responsively than sellers who applied cold. Each SDS submission for a flagged product, each classification review completed, each documentation cycle worked through, builds account history with Amazon's Dangerous Goods team. A seller who has worked through several SDS submissions has effectively been auditioned for program access. A seller applying with zero hazmat history is starting from scratch.
The takeaway across all three paths is consistent: Amazon's Dangerous Goods team is more responsive to sellers who already have hazmat-relevant activity in their accounts. Direct application is fine; application combined with concrete hazmat activity is more efficient.
What you can do while waiting
The waitlist is a known frustration but it's not a sentence to do nothing. There are several productive moves available during the waiting period.
Build SDS documentation for your target hazmat catalog. When approval comes, sellers who already have current, properly formatted Safety Data Sheets for every product they want to sell can move from approval to selling within days. Sellers without that documentation lose weeks scrambling to gather SDS sheets from manufacturers after approval lands.
Submit SDS preemptively when creating new listings. When listing a new product that fits one of the four trigger categories from Section 3, Amazon's listing workflow includes an "Add dangerous goods information" step where SDS or exemption sheet documentation can be attached as part of the initial listing creation. Submitting documentation here, before Amazon flags anything, accelerates classification review and may prevent borderline products from being classified as hazmat in the first place. The product listing must exist before SDS upload is possible — this isn't a true pre-creation upload — but documentation submitted at listing creation reaches the Dangerous Goods team faster than documentation submitted after a flag.
Run hazmat-eligible products through FBM in the interim. Many hazmat products can be sold through Fulfilled by Merchant while waiting for FBA approval. The seller handles all storage and shipping, but listings stay live and sales history accumulates. When FBA approval comes, transitioning existing FBM listings to FBA is faster and easier than launching new products cold.
Identify alternative fulfillment channels. Hazmat-certified prep services exist specifically to handle the physical fulfillment side for sellers who don't want to manage hazmat inventory themselves. Even outside Amazon, many of these services can fulfill direct-to-consumer orders from a seller's own website or other marketplaces, providing revenue while waiting for FBA enrollment. The SellerEssentials prep service directory lists prep providers and lets sellers filter for those that handle hazmat inventory specifically.
What not to do while waiting
Don't submit SDS documents for products that don't actually need them. Submitting hazmat documentation for a product that wasn't flagged can cause Amazon to classify the product as Dangerous Goods when it didn't need to be. This is harder to undo than to avoid in the first place. The rule of thumb: respond when flagged, don't volunteer documentation for products that haven't been questioned. The exception is the listing-creation submission noted above, which is a different workflow entirely from injecting SDS documents into existing non-flagged listings.
Don't try to game the system with false applications. Some sellers have attempted to inflate their hazmat-adjacent activity by creating placeholder listings or manufactured SDS submissions. This doesn't work, and it can result in Dangerous Goods program rejection or broader account-standing issues. Amazon's classification team can tell the difference between organic hazmat-relevant activity and manufactured activity.
Don't open repeated cases with Seller Support asking about waitlist position. Seller Support has no information about Dangerous Goods waitlist position and cannot influence the queue. Repeated cases on the topic accomplish nothing and can result in tagging that flags the account as problematic.
After approval
When approval lands, it arrives by email and shows up in Seller Central's Manage Dangerous Goods Classification screen.
The seller can then begin shipping FBA-eligible Dangerous Goods, subject to the documentation, packaging, and shipping rules covered in Sections 7, 8, and 9.
Approval doesn't expire, but it can be revoked for compliance failures — repeated improper packaging, failure to maintain current SDS documentation, or significant policy violations elsewhere in the account.
7. Classification: SDS vs Exemption Sheet
Once a product is flagged for Dangerous Goods review, the seller has 14 business days to provide one of two documents: a Safety Data Sheet (SDS) or an exemption sheet. Choosing the right document, with the right contents, in the right format, is the most operationally important skill for an FBA hazmat seller. Get it right and the review takes 2 to 5 business days. Get it wrong and the review can extend for weeks or end in a permanent classification that's hard to undo.
How and when products get flagged
Three scenarios trigger a Dangerous Goods review:
At listing creation. When a new product is listed and Amazon's classification system identifies it as a possible dangerous good, the listing enters review status. The product cannot be sent to FBA inbound shipments until classification is resolved. There is no inventory at risk and no 14-day deadline — the seller chooses how quickly to respond, with the only consequence of delay being lost selling time.
At inbound shipment creation. When a seller attempts to add a previously-unflagged ASIN to an inbound shipment and the system determines it's a possible dangerous good, the ASIN is blocked from inbound shipment until classification is resolved. Same situation as above — no inventory disposal risk, just a delay.
For inventory already in fulfillment centers. When Amazon's classification team reviews a product currently held in FBA inventory and determines it should be classified as Dangerous Goods, the 14-business-day clock starts. The seller is notified by email and through Seller Central. If 14 business days pass without a valid documentation submission, Amazon may dispose of the affected inventory at the seller's expense.
The 14-day rule is real and Amazon enforces it. Amazon's Dangerous Goods Identification Guide states this directly: "You will have 14 business days to comply with product safety compliance requirements. Not providing this information may result in delayed shipments, canceled customer deliveries, or inventory disposed at your expense." The clock applies only to the third scenario.
Which document to submit
Amazon recognizes two distinct documentation pathways: the Safety Data Sheet for products that contain hazardous materials, and the exemption sheet for products that don't. Choosing the wrong one is a common mistake that triggers automatic rejection.
Submit a Safety Data Sheet (SDS) when:
- The product contains chemicals or is itself a chemical
- The product is pressurized (aerosols, compressed gas)
- The product contains corrosive, flammable, oxidizing, or toxic materials
- Any product that has an SDS available from the manufacturer
Submit an exemption sheet when:
- The product contains batteries but no other hazardous materials (Battery Exemption Sheet)
- The product contains no batteries and no harmful chemicals (Exemption Sheet for Products Without Harmful Chemicals)
There are two specific exemption sheet templates, and they are not interchangeable. A battery exemption sheet submitted for a product without batteries will be rejected. A no-harmful-chemicals exemption sheet submitted for a battery-powered product will be rejected. Amazon's review team treats exemption sheet submissions for the wrong product type as automatic rejections, not as opportunities to clarify.
Both templates are downloaded from inside Manage Dangerous Goods Classification. Sellers should not create their own exemption sheets — only Amazon's official templates are accepted.
What an SDS must contain
An SDS is a standardized chemical safety document. The international standard is the 16-section format defined by the United Nations Globally Harmonized System (GHS) of Classification and Labelling of Chemicals. Amazon requires this format; older 12-section MSDS documents are not accepted.
A valid SDS must include all 16 standard sections:
- Identification (product name, manufacturer, supplier contact info, recommended use)
- Hazard identification (GHS classification, signal word, hazard statements, pictograms)
- Composition and ingredient information (chemical names, CAS numbers, concentrations)
- First-aid measures
- Firefighting measures
- Accidental release measures
- Handling and storage
- Exposure controls and personal protection
- Physical and chemical properties (including flash point, pH, vapor pressure)
- Stability and reactivity
- Toxicological information
- Ecological information
- Disposal considerations
- Transport information (UN number, proper shipping name, hazard class, packing group)
- Regulatory information
- Other information (date of preparation, revision date)
In addition to format, Amazon enforces specific content requirements:
Date. The SDS must have been created or revised within the past five years. Older SDS documents are rejected, even if the product formulation hasn't changed.
Product and brand identification. Amazon's published rejection criteria include cases where the product name or brand on the SDS doesn't align with the listing detail page. In practice, this is one of the most-cited reasons SDS submissions get returned. The reality is more nuanced than "must match exactly" — many legitimate SDS documents cover product families (a single SDS for a manufacturer's full line of similar formulations, sometimes with no specific product name attached), and listings on Amazon were often created by sellers without reference to the SDS. Amazon's review team applies judgment in these cases. A clearly-related family SDS is generally accepted; a completely unrelated SDS is not. When the SDS is unbranded or generic, brand-on-listing matching may not apply. The best practice is to submit the most specific SDS available for the product, and to update the listing if the SDS uses different product naming and an update is straightforward.
English language. The SDS must be in English (for U.S. listings). SDS documents in other languages are rejected even if all 16 sections are present and the product is correctly classified.
Section 14 transport data must align with the actual product. If Section 14 declares the product as non-regulated dangerous goods but the chemical composition in Section 3 indicates a regulated substance, the inconsistency triggers rejection.
What the exemption sheets actually require
Both exemption sheet templates are simpler than an SDS but have specific required and prohibited fields. Filling out a prohibited field (or leaving a required field blank) causes rejection.
Battery Exemption Sheet — required fields:
- Seller's first and last name (not company name)
- Product ASIN (not UPC, EAN, or FNSKU)
- Product description as it appears on the Amazon listing (typed, not pasted, to avoid hidden formatting characters)
- Battery composition (lithium-ion, 18650-Li-ion, lithium polymer, lithium metal, lead acid, alkaline, nickel-metal hydride, etc.)
- Whether the battery is contained in the product, packed with the product, or shipped separately
- Battery packaging answer (specific to certain battery types)
Battery Exemption Sheet — fields that depend on battery type:
- Watt-hours (Wh): REQUIRED for lithium-ion compositions, MUST BE LEFT BLANK for any non-lithium-ion composition. Filling out watt-hours for an alkaline battery, for example, causes the form to be rejected as conflicting.
- Spillable / non-spillable: REQUIRED for lead-acid compositions only.
Battery weight is not a required field on the exemption sheet. Some sellers expect to see weight on the form because it's a transport regulation in other contexts, but Amazon's exemption sheet uses watt-hours (energy content) for lithium and spillability for lead-acid as its qualifying metrics. Watt-hours can usually be found printed on the battery itself, in the product manual, or calculated from voltage and amp-hours.
Exemption Sheet for Products Without Harmful Chemicals — required fields:
- Seller's first and last name
- Product ASIN
- Product description
- Confirmation that the product does not contain any of the listed hazard categories (explosives, flammable gases, flammable liquids, flammable solids, oxidizers, toxic substances, infectious substances, radioactive materials, corrosives, miscellaneous dangerous substances)
- Confirmation that no warning labels or hazard pictograms appear on the product
Both forms must be filled out completely. Blank required fields cause rejection. Both are submitted through Manage Dangerous Goods Classification using the same upload workflow as an SDS.
How submission works
The submission workflow is consistent regardless of which document type is being uploaded:
- In Seller Central, navigate to Inventory → Manage Dangerous Goods Classification
- Locate the ASIN under review (it will appear in the dashboard with a status indicator)
- Click Upload Document
- Select the appropriate document type (SDS, Battery Exemption Sheet, or Exemption Sheet for Products Without Harmful Chemicals)
- Upload the document file (accepted formats: PDF, DOCX, DOC, XLSX, XLS, JPG, PNG)
- Submit
Amazon's Dangerous Goods team reviews submissions in roughly 2 to 5 business days when documentation is complete and properly formatted. Incomplete, mismatched, or expired documentation extends the review or triggers rejection.
Top reasons SDS submissions get rejected
The most common rejection reasons across thousands of seller submissions:
- SDS dated more than five years ago. A common surprise — a manufacturer may not have updated the SDS even though the product is current. Request an updated SDS before submitting; don't submit an expired one.
- Wrong format. A 12-section MSDS instead of the required 16-section GHS format. Older documents from manufacturers may use the legacy format. Request a current GHS-format SDS.
- Missing GHS classification or pictogram information. Section 2 of the SDS must include the GHS hazard classification and applicable pictograms. SDS documents that skip or simplify Section 2 are rejected.
- Wrong document type. Battery exemption sheet submitted for a non-battery product, or vice versa. Or an SDS submitted when an exemption sheet was the right document. Or a self-created exemption document instead of Amazon's official template.
- Section 14 transport information missing or inconsistent. Section 14 declares the product's transport classification under DOT/IATA regulations. Missing, blank, or contradictory Section 14 data triggers rejection.
- Non-English SDS. Frequent issue with SDS documents from non-U.S. manufacturers. Amazon requires the U.S. listing's SDS to be in English regardless of where the product is manufactured.
- Product or brand mismatch on the SDS. As noted above, the realities here are nuanced. The most common failure mode is submitting a generic family SDS for a specifically-branded listing where Amazon's review team can't verify the SDS applies to the listed product.
- Listing trigger words. This isn't strictly an SDS issue but it overlaps. If the listing copy contains words like "EXPLOSIVE," "KILLS," "CORROSIVE," or "HAZARDOUS" — even when the product is safe — Amazon's review may reject the SDS submission and request product description revisions. (See more on trigger words in Section 12.)
Disputing a classification
When a product is classified as Dangerous Goods and the seller believes the classification is incorrect, Manage Dangerous Goods Classification includes a Dispute classification option. The dispute process requires evidence — a more recent SDS, manufacturer documentation showing the product doesn't meet hazardous classification thresholds, or a properly formatted exemption sheet establishing that the product doesn't contain harmful chemicals.
Disputes are reviewed by the same Dangerous Goods team that handles initial classifications. Resolution typically takes 5 to 10 business days. Successful disputes do happen — products get reclassified from Dangerous Goods to Non-Dangerous fairly regularly when sellers can document why the original classification was incorrect. Unsuccessful disputes leave the original classification in place and the product remains hazmat or unfulfillable.
Where SDS documents come from
For sellers sourcing from established suppliers, the SDS is a routine document the manufacturer should provide on request. U.S. manufacturers, EU manufacturers, and major Chinese manufacturers selling chemical products are typically familiar with the 16-section GHS format and can provide compliant documentation.
For sellers sourcing from smaller manufacturers — particularly contract manufacturers in Asia — the SDS process can be harder. China's GB/T 16483 standard requires Chinese manufacturers to issue SDS documentation for chemical products, but in practice many smaller suppliers either don't have current GHS-format documentation, don't provide English-language versions, or aren't familiar with the standard at all. In those cases, sellers have two options: request that the manufacturer commission a GHS-format SDS (typically a paid service for the manufacturer), or hire a third-party SDS authoring service to create the document. Third-party SDS authoring runs roughly $200–$500 per product and takes 1–3 weeks.
For private-label sellers, building SDS documentation costs into supplier negotiations from the start is more efficient than scrambling for documentation after Amazon flags a listing.
8. Lithium Batteries: The Special Case on Amazon FBA
Lithium batteries are the largest single group within FBA hazmat. Section 4 covered why — anything containing a lithium-ion or lithium-metal cell falls into Class 9 dangerous goods, and that catches modern consumer electronics, power banks, cordless tools, smart-home devices, e-readers, drones, smartwatches, smart clothing, battery-powered toys, and any product that's primarily a battery. This section covers the Amazon-specific rules that apply to lithium battery products on FBA: classification, watt-hour thresholds, documentation, and the regulatory updates that took effect in 2026.
How Amazon classifies lithium battery products
Lithium battery products are classified under two UN identifiers depending on configuration:
- UN3480 — lithium-ion or lithium-polymer batteries shipped on their own (replacement batteries, power banks, jump starters, anything where the battery itself is the product)
- UN3481 — lithium-ion or lithium-polymer batteries packaged with or contained within equipment (laptops, phones, cordless tools, anything where the battery is part of a finished product)
- UN3090 — lithium metal batteries shipped on their own (less common for FBA)
- UN3091 — lithium metal batteries packaged with or contained within equipment
Amazon uses these UN classifications during the Dangerous Goods review process to determine eligibility, packaging requirements, and shipping rules. The two distinctions that matter most are (1) lithium-ion vs lithium-metal and (2) battery-only vs battery-in-equipment.
Watt-hour thresholds — the metric that determines everything
Watt-hours (Wh) measure the energy content of a battery. For lithium-ion batteries, watt-hours determine whether the product is eligible for FBA at all, what packaging requirements apply, and what shipping methods are allowed.
The standard thresholds:
- Up to 100 Wh per cell or battery: Eligible for FBA with standard hazmat handling. This covers the vast majority of consumer electronics — phones, tablets, laptops, smartwatches, smaller power banks.
- 100 Wh to 160 Wh per cell or battery: Eligible for FBA but with additional restrictions on quantity per package and on shipping mode. This range covers many higher-capacity power banks, some larger laptops, and certain power tools.
- Over 160 Wh per cell or battery: Generally not eligible for FBA. These products typically must be shipped through specialized cargo channels and are outside Amazon's fulfillment network.
For lithium metal batteries (less common in consumer electronics, more common in some specialty applications), the thresholds use lithium content rather than watt-hours, with similar tiered restrictions.

The fix is a September inventory audit specifically for hazmat ASINs: which are selling, which aren't, which should be removed via removal orders before peak rates kick in, and which need restocking before the seasonal demand spike.
Inconsistent battery information across regions
The January 2026 lithium battery rule update made battery information consistency a hard enforcement requirement. Sellers operating in multiple Amazon marketplaces (US, EU, UK, Japan, etc.) need to ensure that battery composition, watt-hour ratings, and contained-in-equipment status match across all regional listings of the same product. Support agents can't influence classification decisions, can't expedite reviews, can't move waitlist position, and often can't provide accurate information about Dangerous Goods program status.

Can I sell hazmat on Amazon without FBA approval?
Yes, through Fulfilled by Merchant (FBM). The seller handles all storage and shipping, manages carrier relationships, and arranges hazmat-compliant logistics independently. Does my entire account get blocked if one product gets classified as unfulfillable?
No. Classification is at the ASIN level, not the account level. An unfulfillable classification on one product does not affect the seller's other listings, FBA inventory, or account standing. The affected product must be removed from FBA inventory, but the rest of the catalog continues operating normally.
How much does it cost to get an SDS for a private-label product?
Third-party SDS authoring services typically charge $200–$500 per product and take 1–3 weeks. Costs vary based on product complexity, the testing required to determine specific properties, and the lab the authoring service uses. Most established private-label suppliers will provide an SDS at no additional cost as part of their normal documentation; smaller or contract manufacturers may not.
Do I need different documentation for each variation of a product?
Sometimes. If product variations differ only in cosmetic ways (color, size, packaging) and the chemical formulation or battery specification is identical, a single SDS or exemption sheet covers all variations. If variations have different formulations, different battery sizes, or different ingredient compositions, separate documentation may be required for each. Can I use the same SDS across multiple Amazon marketplaces?
