Amazon’s New Product Bundle Policy Takes Effect January 11, 2027: What Sellers Can Still Bundle
The new rule extends the October 2024 consumables lockdown to most physical bundles across every category. Here is what changed, what stayed the same, and the six paths still open on January 12.
Key takeaways
- Amazon’s manufacturer-packaged bundle rule expands from consumables to most physical bundles on January 11, 2027.
- Virtual Bundles, gifting-node listings, and camera product types stay exempt from the packaging rule.
- Sellers have roughly four months to audit bundle SKUs, secure Letters of Authorization from brands, or shift bundles to virtual.
- Amazon is also lifting old bans on BMVD as primary products, generic secondaries, service plans, and gift cards in bundles.
If you build your own bundles on Amazon, some of what you have been doing will not be legal to list after January 11, 2027. Amazon posted the update to its Product Bundling Policy in September 2026. Most physical bundles listed as a single ASIN will have to be packaged by the original manufacturer or brand. If you assemble bundles yourself, at a prep center, or through a supplier who is not the brand owner, this affects you.
The good news is Amazon is also lifting some old restrictions at the same time. Several paths stay open for sellers who want to keep bundling. This post walks through what changed, what stayed the same, and the six paths still on the table on January 12, 2027.
How bundles worked before 2024
For most of Amazon Marketplace’s history, sellers had a lot of room to build their own bundles. Marketplace launched in November 2000. From then until October 2024, the rules for creating a bundle were straightforward. Bundles needed a unique UPC. Bundles could not use a UPC from any single item inside them. Bundles had to consist of complementary products. Bundles were titled under the highest-priced item’s brand. Bundles could not include generic (no-brand) items. Books, music, videos, DVDs, and video games could not be the primary product. Everything else was fair game.
That produced a huge range of seller-built bundles. Fishing tackle kits with a rod, reel, lures, and tackle box. Camping starter sets with a tent, sleeping bag, stove, and lantern. Skincare routines with a cleanser, serum, moisturizer, and sunscreen. Phone accessory bundles with a case, screen protector, and car mount. Kitchen tool sets with a scale, thermometer, and timer. Car detailing kits with wash, wax, microfiber towels, and tire shine. First-aid kits, hangover-recovery kits, closing gifts for real estate agents, dorm-move-in bundles, teacher-appreciation baskets, holiday assortments. In the grocery and health-and-beauty world, sellers built snack variety boxes, coffee-flavor samplers, jerky sample packs, and multi-brand personal care assortments.
Sellers marketed these to specific buyers. College parents shipping care packages. Offices ordering variety boxes for break rooms. Brides putting together bridesmaid gifts. Parents of newborns. Dads on Father’s Day. The bundle was often more profitable than any single item inside it because a well-built bundle had no competition on the ASIN and no race to the bottom on price.
“For 24 years, Amazon sellers built their own bundles. That ended in two steps.”
October 14, 2024: the first hit
Amazon started closing that world in October 2024. The rule that took effect on October 14, 2024 said that for consumables (grocery, health and beauty, baby products, and pet products), only bundles created and packaged by the original manufacturer could be listed. A seller could no longer buy a bag of Doritos and a bag of Cheetos, put them in a box, and list a Frito-Lay variety pack. Amazon considered that a repackaging violation even though both bags came from the same parent company.
Multi-brand snack boxes died here. So did coffee samplers, most protein-bar variety packs, and thousands of small-batch bundles that had been running for years. Enforcement started January 1, 2025 and non-compliant listings began getting suppressed.
The workaround, for sellers who could pull it off, was the gift basket exception. Amazon’s policy carved out one specific escape hatch. Bundles listed in gifting browse nodes could still include products from multiple brands as long as they were physically bundled for gifting purposes.
What “gift basket browse node” actually means
Amazon organizes its whole catalog into a category tree. Every product sits on one branch of that tree, and Amazon calls each branch a browse node. When a customer clicks Grocery and Gourmet Food, then Food Gifts, then Gift Baskets, they are walking down the browse-node tree.
The gift basket exception is not magic. It is a specific set of browse nodes Amazon has designated as valid gifting categories. The main one is Food and Beverage Gifts under Grocery. Others sit under Beauty, Baby, and Home. To use the exception, three things have to be true at the same time.
- The listing has to be assigned to one of those specific gifting nodes. Not just any category with the word “gift” in it. Amazon has not published a clean public list of every qualifying subcategory, which is why compliance can feel like a moving target.
- The bundle has to look like a gift. That means a themed container, ribbon or wrapping, and a cohesive presentation. Amazon’s own 2024 enforcement notes flagged plain grocery bags and generic cardboard boxes as automatic rejections.
- All brands and quantities have to be clearly disclosed in the description.
Snack subscription boxes and holiday care packages have been squeezing into this carve-out since October 2024. It works, but “gift-ready” is a subjective standard and gets rejected regularly.
January 11, 2027: the rule expands to almost everything
The September 2026 announcement extends the manufacturer-packaged requirement from just consumables to most physical bundles across every category. Fishing tackle kits, phone accessory bundles, kitchen tool sets, tool packages, camping kits, party supply bundles, gaming setups: all of these are now inside the rule.
The exact policy language from Amazon: most product bundles listed as a single ASIN must be packaged by the original manufacturer or brand. Bundles not packaged by the original manufacturer or brand are permitted only in three cases.
Authorized repackaged products. If you have a Letter of Authorization from every brand in the bundle, you can repackage. You upload the letter to your Account Health dashboard after a violation is flagged. There is no way to submit it in advance.
Exempt categories. Bundles listed in gifting browse nodes and camera product types are exempt from the manufacturer-packaged rule.
Virtual bundles. Bundles created through Amazon’s Virtual Bundles tool are not physically packaged together. They ship as separate items. Because there is no physical repackaging, the manufacturer-packaged rule does not apply to them.
What Amazon is opening at the same time
Amazon is also lifting some old restrictions that had been on the books for years. This part has gotten less attention than the packaging rule, but it matters for sellers thinking about what to build next.
Before this update, four things were banned outright.
- Books, Music, Video, DVDs, and video games (BMVD, in Amazon’s shorthand) could not be a primary product. If you were building a bundle around a book or a DVD as the main item, that was not allowed. It could only be a secondary component.
- Generic (unbranded) items could not be in a bundle at all. Amazon worried customers would assume the generic item belonged to one of the branded items in the pack.
- Service plans and extended warranties could not be bundled with products.
- Gift cards could not be part of a bundle.
The January 11, 2027 update lifts all four bans. You can now build a bundle where a book is the primary product. You can include a generic accessory as a secondary product. You can add a service plan or a gift card to a bundle.
Read this part carefully. Lifting those bans does not exempt the new bundle types from the manufacturer-packaged rule. If you physically assemble any of these bundles under one ASIN, you still need to be the manufacturer, hold a Letter of Authorization from every brand, list under an exempt category, or use the Virtual Bundles tool.
Take a yoga mat, a yoga DVD, and a resistance band. That is now a legal bundle type. But if you pack the three items into one box in your warehouse and ship it to FBA as a single ASIN, the yoga mat brand, the DVD publisher, and the resistance band brand all have to authorize the repackaging, or you have to be the brand owner of all three. The bundle type is now allowed. The physical packaging path still is not. Virtual Bundles skips the physical packaging problem, which is why virtual bundles are the only clean way for most sellers to use these new configurations.
What is allowed, before and after each rule change
| Bundle configuration | Before Oct 14, 2024 | Oct 14, 2024 to Jan 10, 2027 | On or after Jan 11, 2027 |
|---|---|---|---|
| Multi-brand consumables bundle (grocery, HBA, baby, pet) | Allowed | Blocked (LOA or gifting node only) | Blocked (LOA or gifting node only) |
| Multi-brand non-consumables bundle (tools, kits, tackle, tech) | Allowed | Allowed | Blocked (LOA, exempt category, or virtual only) |
| Bundle with a generic (no-brand) secondary product | Blocked | Blocked | Allowed (packaging rule still applies) |
| Book, music, video, DVD, or video game as the primary product | Blocked | Blocked | Allowed (packaging rule still applies) |
| Bundle that includes a service plan or warranty | Blocked | Blocked | Allowed (packaging rule still applies) |
| Bundle that includes a gift card | Blocked | Blocked | Allowed (packaging rule still applies) |
| Multi-brand gift basket in a gifting browse node | Allowed | Allowed (gift-ready presentation required) | Allowed (gift-ready presentation required) |
| Virtual bundle (Amazon’s Virtual Bundles tool) | Allowed (brand owners only) | Allowed (brand owners only) | Allowed (brand owners and authorized resellers) |
| Manufacturer-packaged bundle (buy as-is, resell) | Allowed | Allowed | Allowed |
LOA = Letter of Authorization from the brand owner. Packaging rule = the January 11, 2027 requirement that the bundle be packaged by the original manufacturer or brand.
Paths that stay open
Here is what still works on January 12, 2027, with the specific gate on each.
Path 1: Sell a manufacturer-packaged bundle
If a brand, any brand, sells a variety pack they packaged themselves, you can buy it from an authorized wholesaler and list it as a bundle. This is straightforward but limits you to whatever combinations brands actually pack. There is no room to customize.
Path 2: Virtual Bundles
Virtual Bundles is Amazon’s tool for grouping ASINs at the listing level without ever physically packaging them. Each product ships from your existing FBA inventory as a separate box, but the customer sees and buys them together on one listing. Because nothing is physically combined, the manufacturer-packaged rule does not apply. This is the cleanest path forward for most sellers who want to keep bundling.
The September 2026 announcement says Virtual Bundles is available for brand owners and authorized resellers. That phrasing is new. Historically only brand owners with the Brand Representative role in Brand Registry could create virtual bundles. If Amazon is genuinely opening the tool to authorized resellers, that is a large door opening for wholesalers. Confirm it in your own Seller Central account before you build around it.

Path 3: Letter of Authorization
Get a signed Letter of Authorization from every brand in your bundle. Upload it to Account Health after a violation gets flagged. This is legal but painful in practice.
One seller who commented on Amazon’s announcement thread reported receiving 48 separate violation notices for one brand, having to submit the same LOA 48 times to appeal each violation, and getting two of those appeals denied for no clear reason. The letter has to include a signature, a physical address, the brand name matching what is in the LOA, and a website. Amazon changes what qualifies without much notice, so a letter that worked in October 2024 may not clear an appeal in September 2026.
The LOA path works for large operations with existing brand relationships and internal staff who handle Account Health full-time. For most small and mid-size sellers, it is a slow bleed.
Path 4: Gifting browse nodes
The gift basket exception covered above. Real gifting-node categorization, real gift presentation, and real disclosure of all brands and quantities. This is not a workaround for random product mixes.
Path 5: Camera product types
Bundles listed under camera product types are exempt from the manufacturer-packaged rule. This is a narrow lane. If you already sell cameras or camera accessories, it is a real path. If you do not, it does not apply.
Path 6: The newly-opened bundle types
BMVD or video game as a primary product, generic secondary components, service plans, and gift cards can now be in bundles. Combined with Virtual Bundles, this opens configurations that were flatly illegal before. A yoga mat brand can virtually bundle a yoga mat, a yoga DVD, and a subscription to a class service. A camera brand can virtually bundle a camera, a memory card, and an extended warranty. A book publisher can virtually bundle a hardcover book with a tote bag and a gift card. Physical versions of these bundles still need to satisfy the packaging rule.
Paths that are blocked with no workaround
A few paths that were open before are now closed with no clean route through.
Custom mixed-brand physical bundles under Generic or your own private brand. If you are not the manufacturer, do not have LOAs from every brand, and are not in a gifting node, you cannot physically assemble and list this on Amazon after January 11, 2027.
The Frito-Lay-style workaround (buy Doritos and Cheetos separately, box them together, list as a variety pack) has been blocked since October 2024 and stays blocked.
Any physical bundle that combines products from unrelated brands without authorization. No matter how creative the theme, how strong the product-market fit, or how established the listing is, if the packaging authorization is not there, the listing is at risk of deactivation.
What to do between now and January 11, 2027
You have roughly four months. The prep work is straightforward but takes time, so start now.
- Pull a list of every bundle SKU you sell. Note which are physically assembled (by you, by a prep center, or by a supplier who is not the brand owner) and which are already manufacturer-packaged. This is the audit.
- For each seller-assembled bundle, pick a path forward. Manufacturer-packaged version, virtual bundle, LOA route, gifting node reclassification, or discontinue.
- Contact brands for LOAs early. Small brands and single-owner brands are usually easier than multinationals. Expect weeks of turnaround. Spell out the components and the intended combination when you ask.
- Calculate sell-through on each affected bundle. If you have six months of stock at current sales velocity and only four months until enforcement, plan for the remainder. Options are a removal order, liquidation, or pushing volume with paid ads to move faster.
- Start virtual bundle setup now for any bundle moving to that path. Virtual bundle listings need time to build reviews and rank in search.
After January 11, 2027, non-compliant bundle listings get deactivated and log violations on your Account Health dashboard. Amazon notifies you by email. To pull FBA inventory back on non-compliant listings, you submit a removal order.
Frequently asked questions
Does this affect Virtual Bundles?
No. Virtual bundles are exempt from the manufacturer-packaged rule because nothing is physically packaged together. Each item ships from FBA as a separate box.
Do I need a Letter of Authorization for every brand in a multi-brand bundle?
Yes. Amazon requires an LOA covering every branded product in the bundle. One missing letter and the whole bundle is non-compliant.
Can I still sell gift baskets with multiple brands?
Yes, if the listing is assigned to a valid gifting browse node and the presentation is clearly gift-ready. Themed containers, ribbons, and cohesive design pass. Plain boxes and grocery bags do not.
Are camera bundles really exempt?
Yes. Bundles listed under camera product types are one of the exempt categories in the new policy. This is a narrow lane and only helps sellers already in the camera space.
What happens if my bundle listing is flagged after January 11, 2027?
Amazon deactivates the listing. A violation posts to your Account Health dashboard. You get an email notification. To appeal, you upload your Letter of Authorization or otherwise document that the bundle qualifies for an exemption. To pull FBA stock back, you file a removal order.
Can I now bundle books, music, video, DVD, or video games as the primary product?
Yes. That specific ban is lifted in this update. But the physical bundle still has to meet the manufacturer-packaged rule or use an exempt path (virtual, gifting node, camera, or LOA).
Does the manufacturer-packaged rule apply to bundles I sold before January 11?
The rule takes effect January 11, 2027. Sales made before that date are not the issue. What matters is whether the listing is live on Amazon on or after January 11. If it is, and it does not meet the rule, it will be flagged.
